SME & Start-up Committee

The role of the Committee is to attract small and medium enterprises (SMEs) and start-ups to join the Chamber and represent their business interests. The Committee plays a key part in supporting the Chambers role as a leading organisation that represents British Business in Hong Kong.

The Committee provides SMEs and start-ups with support and acts as a voice on their behalf within the Chamber; it has regular external liaison with government and other business bodies; offers a platform to network with other Chamber members; and organises and hosts events that are of value to the SME and start-up community.

He is also a Director at MatrixVision, a virtual currency compliance company. Prior to arriving in Hong Kong, Anthony served for seven years with the UK Government and held various positions with both HM Treasury and HM Revenue & Customs, including leading the European Finance and EU Budget 2014-2020 Negotiations Teams. He has extensive legislative, policy and project management expertise, having taken the UK’s Terrorist Asset-Freezing etc. Bill 2010 through the UK Parliament and helped to re-write the UK’s policy on residence and domicile taxation. Anthony holds an MSc from the London School of Economics and an MBA from the Hong Kong University of Science & Technology.
Iain ReedMemberEFARead moreRead lessOriginally from the UK, Iain has lived in in several regions of the Asia Pacific since 1989 including Thailand, Indonesia, India, Singapore and now Hong Kong. After graduating from Cambridge University he immediately set up his first Company, trading consumer goods between Indonesia and the UK. He then spent 10 years as an investment analyst for Barclays De Zoete & Wedd, Société Générale, and CLSA before leaving to found EFA in 2003, of which he is now Chairman. Iain’s role as Chairman includes acting as a brand ambassador, overseeing the financial and legal functions as well as the Consulting Services division, and business development for the group. He is currently working to diversify the group’s product range, focusing on EFAdrin. He is a member of the British Chamber of Commerce in Hong Kong, sitting on the Financial Markets, IT and SME committees and the Vice Chairman of the Angel Committee, a programme which connects entrepreneurs with angel investors in Hong Kong. He is also the founding President of TiE Hong Kong, the local chapter of TiE, which is a global non-profit organization dedicated to fostering entrepreneurship through mentoring, education and networking. Iain is an active member of the entrepreneurial ecosystem in Hong Kong and the Asian region and is an angel investor.

A veteran Financial Times journalist and expert on international business, global trade and economic and political developments, particularly in Hong Kong and China, he founded the company in 2005. Actively involved in the Hong Kong business community, Mr. Dodwell is vice-chairman, government relations of the British Chamber of Commerce, and is former chairman of the Hong Kong Coalition of Service Industries, the policy think tank arm of the Hong Kong General Chamber of Commerce. He is Hon Sec of the Hong Kong Forum, a public policy think tank affiliated with the New York-based Council on Foreign Relations. In 2010, Dodwell was appointed the Executive Director of the trade policy think tank Hong Kong-APEC Trade Policy Group, established to support the activities of the Hong Kong APEC Business Advisory Council (ABAC) members and to augment the voice of Hong Kong business in trade policy developments in the Asia-Pacific region. Mr. Dodwell spent 18 years as a Financial Times journalist, mostly in Asia, with a secondment to the China Daily in Beijing. In the decade between leaving the Financial Times and creating Strategic Access, he held three senior positions in Hong Kong combining corporate communications, government relations and public policy research. He was executive director at GolinHarris, a global communications group, director of corporate communications and public affairs of the Jardine Fleming, the Asia-focused merchant bank, and a trade policy advisor to the Chairman of the Hong Kong Trade Development Council. An honours degree holder from the University of East Anglia in the UK, Mr. Dodwell co-authored with Professor Michael Enright The Hong Kong Advantage, published in 1997 by the Oxford University Press. He has served as a member of a number of Hong Kong government advisory committees, is a frequent lecturer of Hong Kong issues around the world, and was in 2001 awarded the Bronze Bauhinia Star for his contribution to the international community’s understanding of Hong Kong.

She advises on a variety of local and cross-border disputes, including contractual, sale of goods and provision of services, TMT (technology, media and telecommunications), employment and general company matters. She currently works as an Associate in the TMT team at Pinsent Masons. From the breadth of contentious matters she has handled (from pre-action, issued Court claims through to enforcement/recovery issues), she is able to provide all rounded advice to SMEs – to help them find the best commercial (and legal) solutions. Prior to coming to Hong Kong in 2014, Jennifer advised SMEs as a solicitor in England within the commercial disputes resolution team. She is keen to extend her support to the SME community in Hong Kong.

Initially operating in relationship management for Barclays Premier, Bizhan proceeded to join the Multi-Manager team in Barclays Wealth during which time they created an award-winning social impact fund while running fund of funds. He proceeded to design and develop a multi-award winning client experience strategy for Barclays Private Bank. Following from this Bizhan established Phoenix Waters Wealth Management in Hong Kong and helped launch a mentoring programme connecting impoverished students with successful mentors while continuing to consult with companies in the social impact space. He is also the founder of Phoenix Waters Productions, an award-winning company developing high concept stories for Film & TV in an effort to spearhead positive social change. His debut feature The Escort about gender perception in society won various awards including Directing and Screenplay wins and is currently being adapted in the US for the stage. In addition he is the founder of Phoenix Waters Ltd. which is developing online dating platform Yin Meet Yang, providing tailored dating experiences for matched members. Outside of work Bizhan sits on the boards of 2 children's charities and chairs a mentoring programme for economically disadvantaged youth. He also spearheads various gender equality initiatives and formerly co-chaired Male Allies as part of the UN's HeForShe campaign in the UK.
Timothy Peirson-SmithMemberExecutive Counsel LimitedRead moreRead less Timothy has been an elected General Committee member since 2005, and was the former Chairman of the Chamber's Business Policy Unit (BPU) from 2007-2016, and he led the drafting of the Chamber's Policy Address and Budget Address submissions for that period. Timothy was the founding Chair of the Chamber's Environment and Energy Committee and chaired this committee 2005-2007. In addition, Timothy has authored, led and contributed to hundreds of important Chamber submissions to the government on Hong Kong’s business competitiveness, SMEs, environment, competition policy, minimum wage, double stamp duty, English language radio, Hong Kong’s branding and strategic direction, land, planning and infrastructure development (including Site 3) and food labelling and presented and debated these positions to the Legislative Council and their Bills’ Committee. In 2003, Timothy founded and is presently CEO of the respected corporate governance, government relations, PR and political risk/crisis management consultancy, Executive Counsel Limited. Timothy has worked in Hong Kong since 1990 and proudly calls Hong Kong his home.

He was responsible for building Digitas’ capabilities across Asia in the areas of Data Consultancy, Data Analytics, Data Science & Data Engineering. Over his tenure, he grew his team from 5 to 40+ colleagues, across diverse markets including HK, SG, China, India and Australia, and winning clients such as Shangri-La, Prudential and Pernod Ricard China.
