Construction Industry Group

The aim of the Committee is to represent and promote the collective interests of the Chamber members within the Construction Industry. The Committee liaises and assists with other Construction Industry related organisations; responds to requests to participate in consultation conducted by government and other agencies; represents the views of the Chamber on relevant issues; actively seeks information on initiatives and encourages an exchange of views. 

The Committee also provides advice to the General Committee on matters involving the Construction Industry and organises information seminars and/or events of interest to Chamber members.

Ashley HowlettChairGammon ConstructionRead moreRead lessAshley is the General Counsel and Company Secretary of Gammon Construction Limited, the largest contractor in Hong Kong, and has held this position since joining the company in 2015. Ashley oversees Gammon's commercial, procurement, contract assurance, legal and insurance activities in Hong Kong, China and Southeast Asia. Gammon provides one-stop-shop services to its clients, including design, management and construction services in building, civil engineering, foundations, electrical and mechanical, infrastructure maintenance and operation, and interiors refurbishments and fit out. Ashley is involved in all aspects of the design and construction process including drafting and negotiating contract documentation, dispute avoidance and dispute resolution by way of mediation, arbitration and litigation. Prior to joining Gammon, Ashley was a partner in the international law firm Jones Day and was one of the founding partners of the Jones Day Beijing office, where he spent 10 years. Ashley led the Jones Day Asia Construction Practice overseeing lawyers in the Firm’s Beijing, Hong Kong, Shanghai, Singapore and Taipei offices. Ashley is admitted to practice as a lawyer in Hong Kong, England and Wales, and New Zealand, and he has been based in China for 20 years, with 10 years in Hong Kong and 10 years in Beijing. Ashley is currently the Chair of the Society of Construction Law in Hong Kong.

Brenda has held a Professoriate post at the Department of Real Estate and Construction at the University of Hong Kong. Her teaching experience includes diversified areas in construction management at both undergraduate and postgraduate levels. She is also actively involved in research and knowledge transfer with comprehensive publication record in construction management and related fields. Most recently, Kelly was responsible for the placement of the USD60bn plus MTR Shatin to Central Link Project in Hong Kong and continues to provide innovative insurance solutions for major civil works. Kelly has worked closely, and continues to work closely, with many international insurers as well as other specialist construction teams within the global network. Kelly commenced her career at JLT London a graduate trainee, within the Construction department. For the first 5 years of her career Kelly was responsible for the development, placement and servicing of large construction projects within the London insurance market and in particular specialised in PPP/PFI private financed projects. Kelly was personally involved in the negotiations, placement and advisory services of large infrastructure PPP projects, liaising with project owners, contractors, funders, lawyers and government bodies. Kelly was personally involved in the negotiations, placement and advisory services of large infrastructure projects, such as the 2012 London Olympic Games. Kelly is also an active participant of many construction industry related groups in Hong Kong and Asia. She was a keynote guest speaker at the British Consulate General conference on Mega Project Finance & Management (April 2011) and at our JLT Tokyo Annual Construction Conference for 70 clients on “Rail Infrastructure – A Brokers View”.

Julian also previously developed and led KPMG Australia’s infrastructure practice and was a Board member of KPMG Australia for 6 years. Julian was also a member of the Infrastructure Finance Working Group which reported to the Australian Federal Government on Infrastructure Finance and Funding Reform in 2012. Many of the Group’s recommendations have since been adopted by government. In his current role, Julian travels widely throughout Asia Pacific working with governments and the private sector to develop and advise on infrastructure programs, projects and assets. He is an active public speaker on a range of aspects associated with infrastructure. He has extensive experience as a lead adviser on a large range of commercial transactions, particularly in the transport and industrial markets sectors. Julian’s advice to Government organisations and corporations includes advice in respect of: infrastructure projects and financing (including Public Private Partnerships), privatisation, corporate strategy, corporate/debt restructuring, mergers and acquisitions, divestments, and business valuations. In addition to Julian’s experience in Australia and other markets, he is currently leading the KPMG team which is advising the Hong Kong Government on the development of a multi-purpose Sports Park, including a 50,000 seat stadium, in Kai Tak, Hong Kong.
